Only way they can get to heaven Colonel. We believe as a natural consequence of being born again and as you'd know there are differences in the ability to believe of a three year old or an adult (or to be non-PC an imbecile). Your belief system has to have infants sinless or they all go to hell, in mine God has to accept whatever He wishes to in terms of belief from an unborn child.

Not really, I don't discount the possibility that God could make exceptions from the rule that everyone who dies in sin goes to hell. Including for small children. But that is speculation, not theology. It is a Biblically motivated form of speculation though. It follows from the fact that wise kings applied their wisdom where simple rules of law were insufficient. Not because they had to but because they chose to.
Small children, the severely retarded or lifetime insane and (people who sought God fervently and/or lived relatively righteous lives and who never heard the gospel) are all candidates in my opinion.

Or were they all nonelect and God simply breathed nonelect souls into the people conceived on that continent ?
