The chapter says a lot more than that :

14:5 I wish you all spoke with tongues, but even more that you prophesied; for he who prophesies is greater than he who speaks with tongues, unless indeed he interprets, that the church may receive edification.

So we should all speak in tongues privately but if we stand up to address a church we should either preach in a language that can be understood (verse 19) or prophesy (verse 5) or speak a message in tongues that is then interpreted (verse 5)

Verse 5 mentions three of the gifts of the Spirit mentioned in chapter 12 : prophecy, tongues, interpretation of tongues. That is tongues that are meant to be interpreted and it is okay to use that gift in public in a church.

14:2 For he who speaks in a tongue does not speak to men but to God, for no one understands him; however, in the spirit he speaks mysteries.

Tongues that are not interpreted are meant to be a prayer language used privately, not in public.

14:4 He who speaks in a tongue edifies himself,

The reason why they edify is that one speaks directly from one's spirit, from one's innermost self - where the Holy Spirit resides. The baptism in the Holy Spirit makes that available. It brings more than an ability to speak in tongues though. John the Baptist said that Jesus would baptize them with the Holy Spirit and fire and Jesus told the disciples that they would be clothed with power from on high (Acts 1). It brings a presence of the Holy Spirit and his power. It enables him to give the gifts listed in 1 Cor 12, including the three power gifts. It brings much more effective evangelism. Notice that the disciples did not preach the gospel about the resurrection of Jesus until after they had been clothed with that presence and power and then thousands were saved, the same day (Acts 2).

I've seen Christians receive the baptism in the Spirit then the glory of the Holy Spirit burned like a fire around their faces, I could see it with my eyes. That was a manifestation of the presence that was now on the woman's life. She went on to pray for her entire family and they all received the baptism in the Spirit as she layed hands on them. She was a Vietnamese Christian who lived in Spain and that happened last December. That is just an example.

As Colonel elaborated on above, the key in that verse is, "Yet IN THE CHURCH." The context of Paul's argument is speaking in tongues vs speaking with the understanding IN CHURCH and what edifies others. So IN CHURCH I want to speak where I can be understood if I'm speaking for the benefit of others.

But Paul also said that he that speaks in an unknown tongue EDIFIES HIMSELF. So tongues are a spiritual tool for the believer to receive personal edification by speaking to oneself in tongues, but not in church when what is saying is meant to be understood.

Colonel said the same thing above. I'm just affirming and distilling.

    Jude 1:20
But ye, beloved, building up yourselves on your most holy faith, praying in the Holy Ghost,

This I say therefore, and testify in the Lord, that ye henceforth walk not as other Gentiles walk, in the vanity (futility) of their mind, having the understanding darkened...
    (Ephesians 4:17-18)

Blessed is the man that walketh not in the counsel of the ungodly...
    (Psalm 1)

Tongues are often frowned upon but they are included in the gift of the Holy Spirit that Jesus gave to his disciples. They are a folly in the eyes of the world but so is the gospel as such.

Acts 8:14 Now when the apostles who were at Jerusalem heard that Samaria had received the word of God, they sent Peter and John to them,
15 who, when they had come down, prayed for them that they might receive the Holy Spirit.
16 For as yet He had fallen upon none of them. They had only been baptized in the name of the Lord Jesus.
17 Then they laid hands on them, and they received the Holy Spirit.

The same way there are many Christians today that believe in Jesus, have been born again, have been baptized in water, but they have not received the baptism in the Holy Spirit, he has not fallen upon them.

John Bevere's explanation on Speaking in Tongues:
I believe the reason God did this [prayer language] was so when we came to His throne we weren’t limited to Him coming down to our level of communication. He wanted us to be able to communicate to Him on His level. That’s why Paul said, “I will pray in the understanding (which for us means in English) and I will pray with the spirit.”

So, it’s very good that we can go to God’s throne and speak in English and speak out of our own understanding, but God effectively said, “I want to give you one step better. I don’t always want to come down to your level of communication; I want to be able to communicate to you on My level.”

Not only on His level, but praying with His exact mind. Ingenious.

It just means that FaithfulOne expects Fuego to say something since this is a favorite subject of his, one that he has taught in Bible School previously.
