When I talk about someone "having" or "moving" in anointing, I'm referring to all of what you said in your first paragraph. The word "anointing" can be used very specifically or very generally to cover a number of of things, from the presence of God in a service to how God moves through His servants. Perhaps your confusion with how we use "anointing" stems from how we interpret context in which the word is used. It's not a "one meaning" word.
I've heard it used about things like perceived authority or just fervent preaching. That would have made the Pharisees anointed men of God. Then Jesus showed up and people's perceptions changed. The Holy Spirit changed everything because now God was working and not just men on behalf of God.

When it's used in relation to the Holy Spirit and in a meaningful way it seems to become heavily politicized as if there's a whole political spectrum from Marxist (every believer has the exact same anointing end) to Fascist (touch not God's anointed and don't attempt to judge what you think are his sins or faults).

I'm more into the entrepreneurial aspect : Seek God, grow in the things of the Holy Spirit. There's always the ministry of the believer to grow in, beyond that God will use the individual as he sees fit. And don't believe the hype - everything is definitely not what it seems.

He brings up or asks some interesting questions : Is Jessa really Bentley's wife by Biblical standards ? Should we question the apparent flow of miracles from that and other ministries ?

The examples are those who belonged to a denomination or alliance and left the group because they didn't want to submit to stepping down

The church group I belonged to years ago had a evangelist who resigned because he didn't want to be exposed for immorality

Still don't understand why a big name is relevant to whether TB will or won't submit to the investagation report
