Since I use to receive absentee ballots from Michigan all the time, I understand how she could mistakenly think it was ok for her to sign her daughter's name. There was a section on my ballot asking if it was being filled out by someone else due to the absentee voter being unable to fill it out. So I believe it was an innocent mistake on Mrs. Parsley's part. The sentence IMHO is too harsh. I mean, a year's probation? Make her a fine and let that woman go on with her life.

It was request for absentee ballot. But I can see how she would mistakenly think it wasn't against the law. Some folk strain at a gnat, but swallow a cow.
