Pastors should wear clothes in public. So should everyone else.
I do feel that people should dress according to culture when a guest (if the church's culture is to play dress-up and you're going to minister there, be a bit more dress-up than usual) and I also feel that one SHOULD take care of appearance (hair combed, face washed, clothes clean and unrumpled) - you can be classy OR redneck in the same jeans and same t-shirt.
