When he takes a seat at the back of the church he is going to preach in, do people around him start praying for his salvation, like they do with Todd White ?

Pastors should wear clothes in public. So should everyone else.

I do feel that people should dress according to culture when a guest (if the church's culture is to play dress-up and you're going to minister there, be a bit more dress-up than usual) and I also feel that one SHOULD take care of appearance (hair combed, face washed, clothes clean and unrumpled) - you can be classy OR redneck in the same jeans and same t-shirt.

I believe he should dress for the norm where he is.
