    Giving a tenth of the plunders of war to the local king was an Arab custom at that time, yes.

    Using mandrakes as fertility treatment was plainly a part of the culture of that time too. That does not imply that God was the one who commanded people to do so, nor is there a record of his doing so. There is actually a record of God blessing the use of mandrakes in the Bible, it is found here :

    Gen 30:14 Now Reuben went in the days of wheat harvest and found mandrakes in the field, and brought them to his mother Leah. Then Rachel said to Leah, “Please give me some of your son’s mandrakes.”
    15 But she said to her, “Is it a small matter that you have taken away my husband? Would you take away my son’s mandrakes also?”
    And Rachel said, “Therefore he will lie with you tonight for your son’s mandrakes.”
    16 When Jacob came out of the field in the evening, Leah went out to meet him and said, “You must come in to me, for I have surely hired you with my son’s mandrakes.” And he lay with her that night.
    17 And God listened to Leah, and she conceived and bore Jacob a fifth son.

As for me and my house, we will honour God with a tenth of our income as we have done as God has asked: tested His word in it according to Malachi. It seems that His wonderful promises surrounding the tithe have yet to be tested...and received...by many.

    I thank God that I have a understanding of the tithe. God is faithful and I am happy to obey the Word and give unto Him and for His Glory.

    The words of Malachi, reaffirmed by the Savior, promise those who bring their tithes into the storehouse that the Lord will open 'the windows of heaven, and pour them out a blessing, that there shall not be room enough to receive it (Malachi 3:10).

    Sidestepping what issue ? The fact that God does not either command, endorse, or even mention a tithe before the law ? The fact that the law prescribes paying 7 tithes in 3 years (2 1/3 the amount typically endorsed today), which is discussed in Malachi, and a Christian is not under the law and in particular he is not under the ceremonial law ? The fact that Jesus tells Pharisees what to do and not to do in order to keep the law properly which a Christian is not under ? What issue ?

    The 7 tithes in three years that the law prescribes is part of the ceremonial law. Paul discusses the ceremonial law in Colossians :

    Col 2:16 Therefore do not let anyone judge you by what you eat or drink, or with regard to a religious festival, a New Moon celebration or a Sabbath day. '
    17 These are a shadow of the things that were to come; the reality, however, is found in Christ

    Heb 10:1 The law is only a shadow of the good things that are coming—not the realities themselves

    The tithes of the law are a shadow of the things that were to come, the reality of offering oneself and everything one has on God's altar is however found in Christ. Seeking God's kingdom and his righteousness first by obeying this new covenant command, will move God to bless us with abundance on top of that. Not including oneself under the ceremonial law or in Abraham's paying tribute of the war spoils according to local custom.
