Matthew says from Abraham to David was 14 generations, all named, and from David to the carrying away to Babylon 14, all named, but from Babylon to Jesus birth 14 generations, only 13 named.
Why?

If we compare to the other genealogy in Luke then we see that several kings are missing and they seem to be either negligible or at least ungodly. So it amounts to "14 honorable mentions". It suggests that the other genealogies in the Bible aren't necessarily complete either.

Joseph was not Jesus' father so it would be Mary's lineage would it not?

That's not the source of the differences. I'm quite sure I wrote something on genealogies years ago, try doing a search.

It's also possible Heli was the step father of Joseph because Josephs real father died at an early age

What if the Joseph in the list was Mary's father, not her betrothed Joseph? So Mary was left out because she was female?

That's another possibility which many believe and which I favour
Regarding female we have to look at the OT genealogy and basically the lineage comes from the male line so it is scripturally conceivable that Mary's lineage was not necessary
