Why did he go to online when they've already lifted the ban on having church services? I thought Florida changed their policy on churches gathering to "essential"?

The mayor of Tampa Bay is antichrist and antichurch. She has defied the governor lifting the ban for churches to meet.
She stated that there will be no church meetings in Hillsborough county, period.
Pastor Browne will evaluate the situation week by week before he makes a decision as to when the River will resume live services.

He may be able to file several lawsuits and I am certain that there are many out there who will help finance it. I believe liberty Counsel is behind him too.

That's correct. Liberty counsel is the River's law firm representing pastor Browne and the church.
The attorney's had a federal law suit in hand ready to submit to the courts but decided to hold off for the time being.
Mean while, a church in Orlando had a live worship service on Sunday.
Despite coronavirus concerns, worshippers gather at Orlando church under statewide exemption
