    I don't know. I can't tell by their preaching.
When your praise match your prayers, the answer will come.

I just went to the Church's website (Oak Cliff Bible Fellowship), and they carefully word what they believe. They don't mention Divine healing or Tongues; but do mention that every believer receives a gift from the Holy Spirit.

"We believe that every believer receives grace from God in the form of a spiritual gift, which enables him to function as a member of the body of Christ."

Reading their doctrinal beliefs, it seems they may be somewhat Cessationist.

Yeah I checked it out too and it seems that way to me. But he does still teach things like the power of your words, etc.

Do this, and if you are not a wicked man, and a stranger to God, you will soon have as much of the spirit of prayer as your body can sustain. -Charles Finney 'The Spirit of Prayer' from 'Lectures On Revivals of Religion'

I think Dr. Evans has a background in Baptist theology. Cessationist? I don't know what Pastor Evans believes as it relates to the charismatic, or gifts of the Spirit found in 1 Cor 12:4-11.
I guess you could read his study notes and commentary in Dr. Evans study bible on the passage in first Corinthians 12. You would hear from him personally in his bible what he believes.
If you put God First, you have Him at Last.
