Yes, that is only fair... and it's a safety issue for the airlines as well.
Planes will only hold so much weight and they have to calculate how much the plane can carry versus how much is being loaded overall.
If a person is so large they weigh as much as 2 or 3 people... they need to pay more and at least one less person and/or less luggage underneath needs to be planned on.
I've heard over the years that some airlines do actually charge extra for overly heavy people and they can do that since obese people are not a race so it isn't racist.
In the case of this article, a paying customer complained about the guy being too large so since that customer was closer to being normal in terms of weight, he was told to get off the plane.
It's only fair to the other passengers and to the airlines who are running a business that requires them to look out for the safety and comfort of their normal passengers meaning they cannot always accommodate the really obese ones when the plane is full.
So, he needs to be bumped to a plane that is less full so there's plenty of room for his backside to sit... and if all planes are full, they should give him a refund and let him try some other airline.
These things folks have to remember in terms of free enterprise... the airlines have no shortage right now of customers, so they can and will give him the boot. It's how business works when you have a glut of customers... no overeating pun intended

I seldom fly but one of my last flights I sat behind an average size man who reclined his seat almost the entire flight. I wanted to knock him upside the head.

No, just simply call the stewardess and very politely tell her that the guy is making you uncomfortable... and she will tell him to put his seat up.
If he doesn't, then the Air Marshall shall come over and explain to the guy that it can be considered to be a Federal Offense to disobey a flight attendant while in flight.

You'd have to be able to lift your skinny neighbor up to your mouth to do that, silly.
