We have tobacco smuggling here in Norway too but the net effect of policies the last decades is that regular smoking has gone way, way down. Tobacco isn't a drug that people get high on, that helps.

How much are cigarettes in Australia?
I lived in Canada for decades and was a smoker. As the government kept taxing cigarettes it made sense to stop smoking... I remember the price being around $6-7 pack in 1990/91. I finally quit in January 1992. I had quit before then, but I wasn't earning much money at the time and had to take a good hard look at my budget. Of course, social medicine/universal health care meant I could get the Patch to help with quitting for little $$.
