    Free Heroin For Norwegians

    Oslo (AFP) - Norway, which has one of the highest deadly drug overdose rates in Europe, will test prescribing free heroin to the most serious addicts to improve their living conditions, the government said on Friday.

    The Norwegian Directorate for Health and Social Affairs has been tasked with proposing an experimental project to identify patients likely to benefit from the programme, to examine the implementation method, and to calculate the costs.

    "We hope that this will provide a solution that will give... a better quality of life to some addicts who are today out of our reach and whom current programmes do not help enough," Health Minister Bente Hoie wrote on Facebook.

    Why not just throw them in prison to "improve their living conditions"?

    It can. In most county jails, there is recovery help. As it stands, it sure makes for a good detox.

    No, ministering to the convicts. Actually, the local pastor said if I was here for a length of time, I can stay with them and minister full time.

    It's strange that countries with far less luxurious prisons tend to have far more people in prison. Whatever one thinks of Norwegian prisons, the US outguns us approximately 10:1 when it comes to how many percent of the inhabitants are in prison.
