Officers were charged with a crime in only 12 of these cases.
Police recruits spend 7 times as many hours training to shoot than they do training to de-escalate situations.

From 2002 to 2014, two people were killed and 18 were wounded by the police here in Norway. If we compare according to population size that would translate to 10 people being killed and 90 wounded by the police per year, in the USA.

I find facts acutely absent from the report....each situation has it's own story, who what when where why....I am not sure what lengths some expect police to go to defend themselves and how much risk they are supposed to take....
I do agree more training on de-escalation is a good thing...but some are intent on escalating regardless...
The problem with this topic is always this....it is a dual problem and the police are not singularly at fault....but it seems sites like this want all the fault to rest on them.

The article pointed out some some glaring disparities in regards to justice. Charges were laid in only 12 cases out of 1,129. That's basically state sanctioned murder. The number don't lie.
We have a local problem with this as well and it all follows a specific script. Cops kills civilian, Sheriff on the news within minutes declaring it "justified". They don't even pretend to investigate. If it weren't for inadvertent video of these shootings I doubt even one of those cases out of the twelve would have been prosecuted.
Contrary to what you said about people jumping to blame LE, it's really more about folks like yourself who immediately side with them(LE) that is maddening, calling victims foolish and all that. This is murder not a rap on the knuckles, you shouldn't be so cavalier in your defense of shooters.
I've seen some shootings that were probably justified but quite a few that weren't, it's case by case not a blanket exoneration that many put out there.
