At minimum it gives the family of the girl who was killed has a wide open door for a successful law suit, it also gives the driver of the car a pretty good defense. The powers that be on that day encouraged mayhem but criminally charging anyone in government is unlikely. They have a "pretend to fail" defense, they only made "mistakes".
