It's not understandable. It's politics as usual.

There's worse things than not being sure what to do with the new sars-cov strain.

Again, Trudeau is not about not being sure what to do. It's politics as usual. All response, or at least initial response is from a political basis. As with most liberals and Dems. Period.

The same could be said about Trump's response. From dismissive to bold action in a short while.

It could, if they hadn't been criticizing him for the same thing they were doing, but while he was still doing something like closing off travel to China, etc. He was taking a cautious stance, and being criticized for it as being 'racist', etc. So it's still politics as usual.
As a matter of fact, while he was taking action they were trying to impeach him.

Unemployment for hourly/casual/part time workers is a big threat. My daughter has lost her job and is scrambling for work right now. It's very difficult for her as she lives in a small town and all restaurants are closed, and businesses are closing permanently. My son's fiance is an ER nurse in Oakville, Ontario. Toronto and Mississauga hospitals are maxed out, she says, but her hospital is still managing. It could be that COVID19 cases are being sent to nearby Toronto. My son's job is safe.
Gas prices are at an all time low, but no one can go anywhere.
Sorry to hear that. I would have thought that outdoor hiking and biking trails
would continue to operate.

Restrictions are being lifted gradually here in Norway starting about two weeks from now, with children going back to kindergarden then later back to school and other measures. There's still a ban on cultural events until June 15th which will probably include all churches - maybe not if they comply to very strict measures like 2 meters social distancing, we will see.
The virus' reproductive rate has gone down from 2.5 to 0.7 during the lockdown, which means that an infected person on average infects 0.7 others and the epidemic will naturally dwindle towards nothing over time if that (<1.0) continues. They need to be under 1.3 at the very least to be in control and the low number is why they are relaxing restrictions.

Congregations of up to 50 people are allowed here in Norway starting May 7th. With 1 meter distancing between chairs and so on. Will possibly go to 200 from June 15th and 500 some time during summer, with Sept 1st already being the set date for 500+
Note that the Corona death rate is very low here in Norway, Corona hospitalizations are down 80 percent since the peak and the total death rate (irrespective of cause) is currently substantially lower than normal for this time of year - because of all the restrictions and social distancing. So they are likely to go ahead according to plan unless the curves turn and go up again.
