It seems that this term can mean just about anything you want it to mean. So when someone uses it who knows what they are trying to say!

Another meaning is "no insult intended."
This TERM is hard to pin down. There are all kinds of meanings and some people use it who have no idea what it means.
This is the most stupid phrase I have encountered---ever!!! just sayin'
