For me it would be a series of days where the sustained temps are at 85 degrees or above especially if high humidity is involved. Right now we're expecting a few days in the mid 90's.

Lots of people have central air and businesses, definitely. Many also have the portable units now, in fact my daughter has one for their upstairs bedroom area and one of our sons has one too. As soon as the temps hit the mid 70s, people turn on their ACs.
There are days that we could definitely use one but we do alright with open windows and fans.
Today is not one of those days - overcast with some rain and a brisk breeze. Sitting at about 66F. Supposed to be in the mid 70s again starting tomorrow and all next week.

Yesterday it was 98 F while driving north of London. I put my hand out the window and the wind was hot. Two days before it was 55 and raining, which is more normal for England and Wales.

There are days in summer when it gets hot (measured 120F last year but one day only) in winter it can get cool enough to want to heat things up.
See http://www.bom.gov.au/climate/averag...8188_All.shtml but since 1971
highest officially 44.1C (111F)
lowest officially 0.8C (33F)
This time of year we "should" be in the 8(46) to 17(63) range so sometimes warm up a bit at night.
