As a student, I never liked group projects, I always preferred to do my own work. Before making her repeat the class, you might give her the option to do an individual assignment.
I'm not crazy about group assignments, but this class is an Intro to College class, so interdependence is a key concept. Thus...a group project.

I failed her last semester. There's really nothing more she can learn by taking this class a 3rd time. siiiiiiigh. I WANT to fail her, so that hopefully she'll learn something from this, but I DON'T want to fail her because it will be a waste of some instructor's time to sit and re-read all of her assignments.

This sounds like a girl with some other problems that are distracting her. Is she a drug user? Is she abused at home? Is she a thief? Is she escaping reality by pretending to be a student? Is she a serial killer hiding in the open? A sociopath?
If I were to guess, I'd suspect that she is an abused child who is escaping reality by every means she can think of using.

I do think there are some issues. She and I had a conversation earlier in the semester, because I was worried that she might be anorexic. She assured me that everything was fine, that she had always struggled to keep weight on. She never expressed anything aberrant in her journals, or I would have contacted the counseling center at the school. As to what is really going on....I just don't know.
