Same reason satan was allowed into the Garden of Eden which was a perfect environment

Satan had already fallen but God allowed him into the garden so Adam and Eve could choose good and reject evil

Are we, the current body of Christ on earth today going to reign with the Lord during the 1000 years on this present earth? If so, we will be in our glorified bodies because we will have experienced the resurrection at His second coming, right? Who are the people who will be deceived when satan is released from his prison at the end of the 1000 years?
Where did they come from? How did they enter the millennial reign of Christ at the beginning of the 1000 years?
If you put God First, you have Him at Last.

How do we know Satan didn't fall before God planted the garden in Eden ?

Who is going to choose good or evil during the millennial reign ?

Believers alive now will be resurrected in a perfect body and will not experience sin or temptation in the millennium.

There will be billions of deaths during the last days war and judgements but there will still be a large number of fallen humans who survive when Jesus returns.
They will enter the millennium as fallen people but will see Jesus ruling and have to submit to his government.
They will continue to live normal lives have children and learn about God. After 1000 years of peace there will be many billions on earth knowing about God but some will still have rebellion in their hearts and not submit to God.

Satan will be allowed to test the earth and all those with rebellion will follow him and be destroyed after the 1000 years.

They are not saved like we are as born again believers

The people will live in a new world but still be normal humans and have children who will grow into adults exactly like today.

All those alive after 1000 years will all be tested when satan is released. Those who submitted to God from a pure heart will reject satan but those who have evil and rebellion in their heart and only submitted out of judgment will turn against Jesus and support satan.
