It is what I keep saying about prophecy. People, for some strange reason (but with no basis in Scripture) seem to equate "prophesy" with detailed predictions of the future. Then some "prophets" give unconditional predictions of the future which usually do not come to pass and then people get up in arms and begin to despise prophecy (further disobeying God's Word). The fulfillment of prophecy in the majority of Scripture is conditioned upon people's actions.
7 At any time I may announce that I will dig up, pull down, and destroy a nation or kingdom; 8 but if that nation I warned turns from its evil, then I'll relent and not carry out the harm I intended for it. 9 At the same time, I may announce that I will build and plant a nation or kingdom; 10 but if that nation displeases and disobeys me, then I'll relent and not carry out the good I intended for it. I agree with VW that all of God's promises are in many ways conditional be they by way of prophecy or the written word.
But I dont believe that for a prophecy to be true it has to contain a conditional phrase . For one thing God does move based on the seed and prayers sown by previous generations or other people or its purely a God sovereign timing thing. But the notion that God's moves are always predicated on our good behavior is certainly not a consistent one in the scripture or that prohecy must always be conditionally phrased
Jesus made The prophetic proclamation about the Jubilee , (The Acceptable Year of the Lord) his trademark message and there was no conditionality applied to it except "only Believe" . In truth the Jubilee principle was all about man Totally staying out of the way to let God be God

Here's an example of an unconditional predictive prophecy in the New Testament. One that isn't a matter of God sovereignly carrying out his will either :
Acts 11:28 Then one of them, named Agabus, stood up and showed by the Spirit that there was going to be a great famine throughout all the world, which also happened in the days of Claudius Caesar.
It could be that some of the yearly prophecies are meant to be conditional even though it's not very clear that they are. A lot of today's Charismaniacal ministers (whether they are Word of Faith or something else) lack clarity whether they are teaching or prophesying.

This morning I was reading about Jacob's ladder in both Genesis and John...God stopped me there to lay aside reading and listen....a concept formed...
Here is the capsuled version and I believe this thread is nailing this, confirming it..
1. God wants us to live IN His manifest presence continually, not just in the place of faith in His indwelling presence. The latter is a set up for deception unless the latter is leading us to the former....
2. I believe the whole REAL church has been in a season of shifting and threshing….but I do sense that the vision of JJ and what I am hearing this morning are clear calls to a deeper level of consecration in preparation...for something, for an outpouring, that that level of consecration alone can sustain; preparation for an increase of His manifest presence personally and globally...
I was led to a message by Heidi Baker yesterday and the significant concept was this...if we are going to be able to ride the wave of GOD's movement we must hold Jesus Hands and stand on His feet...The message itself did not impact me until this morning …..and now multiple things have been 'in my face'.
I was led to converse with my brother, a dear Christian as well...we rarely talk...love each other but just rarely talk...we have shared back and forth for almost 2 hours this morning....

And if the people don't believe?
Remember the unconditional prophecy that Elisha gave to the king (2 Kings 7:1)? Remember the lord who refused to believe this prophecy (2 Kings 7:2, 17-20)?
Did everyone enjoy the "acceptable year of the Lord" during the Lord's time? Is everyone enjoying it now?
Actually, I have not read anything yet in Scripture that did not require some human cooperation in order to see fulfillment, or to prevent the fulfillment of a judgment. But that is the fruit of my own study and research.

The acceptable year of the Lord wasn't a prophetic proclamation, not beyond it being fulfilled from the resurrection and on. Even though it requires our application it's still a fact whether we apply it or not.
