Probably two guys that God has picked out for some reason we may not know about.
    Or...
Maybe Judaism is one witness and Christianity is the other.
The Bible and the Holy Spirit?

There is a psychological syndrome known as "The Jerusalem Syndrome" where people get so caught up in the intense spiritual atmosphere in Israel that they literally lose their grasp on reality. This has resulted in having "the two witnesses" wandering and witnessing fairly often. They do other odd things as witnesses too. I remember once when one of the local pastors became aware that there were two pairs of witnesses at the same time. He went to each pair separately and invited them to dinner. When they were all there, he offered them food and sat back to watch the fireworks. (I don't suppose it's my job to confess for Pastor Chuck Copp so I won't mention any names.)
