...given that the definition of what constitutes a 'hate crime' keeps being expanded. The latest example is Norway, which has just amended its penal code, first passed in 1981, to outlaw even 'private remarks' that the ruling class considers offensive," she wrote.

And up to a year in jail. Insane.

From the original article that the first article linked in the OP basically comments on :

Norway outlaws hate speech against trans and bisexual people

"The law's opponents argued that it could criminalise free speech criticising LGBT+ rights, said Anine Kierulf, an assistant professor of law at the University of Oslo.

The bar for prosecution is high, requiring direct incitement against people or language that dehumanises them, she said."

The problem with such laws, as is the case with many laws in the US including laws instituted under Obama, is that the intended bar for prosecution may be lowered over time until the way the law is employed resembles what the first article in the OP describes. There is also the possibility of singular cases of abuse where a hateful judge decides to prosecute someone that they don't like, by way of an extreme interpretation of the law.

In the meantime it will be interesting to hear of actual applications of the law. Neo nazis who want to test fetuses for homosexual genes then eradicate everyone with tendencies (hypothetical) or telling someone that "you're gay therefore you don't deserve to live" would be likely candidates. Muslims dealing with gays among their own according to standards in their home country, for instance.
