"Video or it didn't happen" is an internet meme, not how the real world works i.e: eyewitnesses, sworn statements, etc.

Given the specific circumstances there would be ample time for someone to direct their phone at what is physically going on and make at least a short video of it. The times have changed a lot since 20 or 40 years ago.

The deterrent factor is perhaps more important. Since literally anyone present may do that, it's unlikely that a fraudster would dare try the approach involving the delivery of massive amounts of fake ballots.
