Biden will win Pennsylvania by 20,000 to (more likely) 40,000 votes. Which doesn't demand a recount. I'm not sure how this could be turned around unless a huge conspiracy is uncovered.

UPDATE:
FULTON COUNTY, Ga. — Georgia Secretary of State Brad Raffensperger said election workers are rescanning a number of ballots in Fulton County after discovering an issue that caused some votes to not scanned or uploaded to election tallies.
The issue involved a batch of provisional, military and overseas ballots scanned on Friday night. Out of an abundance of caution, election workers and investigators are rescanning all of those ballots Saturday night. The numbers from last night will be removed from state tallies and replaced with the corrected number.
