Some of that was a bit weird, some of it was not (keep punching at the culture, okay). Some of the speech didn't fit his lips, for instance at 0:16. And that is the worst that they can find, in hundreds of hours of speech.
His speaking wrongly and not at that moment getting that he is doing so is one thing, what happens when he is confronted with it ?

What's more insane are the people that will vote for him with full knowledge of his incompetence. They hate President Trump that much they're willing to see the country fall to get him out. Now that's truly insane.

If what he actually ended up saying, which was something about Roosevelt's "war production board", was comprihensible then that doesn't sound different to my stuttering uncle. In this case I think he had problems with remembering what Roosevelt's measure was actually called which triggered or worsened his stuttering. Recalling details from history isn't that easy.
