I don't think that they can usurp the will of the people, Trump is just a manifestation of that (the will of the people). The political cards are in favor of taking out the trash in DC, as long as the people don't fold, Trump can clean this up.
Keep in mind that Trump was not elected on his popularity, he was elected as a repudiation of the establishment. That still holds.
