Just a few days ago facebook labeled part of the Declaration of Independence as hate speech:

Algorithms need human verification. Apparently, they can’t pick up context. Free speech is free speech. I don’t need others speech sanitized for my protection!

Facebook would need another 1 million employees if they were going to manually verify every possible breech like that. So it's bound to happen. They probably programmed a test to see if "savages" is just a word in the declaration of independence after that, as a special case.
They over-moderate. Let people say what they wish. If it's truly foul, I'll block and report them. I don't need anyone to preemptively guard speech!
The software they use probably takes like 10 people to run and update (plus handling complaints and stuff). It's cost effective. It's also really stupid when it makes mistakes. Software programmed to spot nakedness will find most of it but some times it was someone's favorite desert picture.
Google has thousands of human search raters working in India. Don't buy the "algorithm did it" baloney.
