No, influencing people and zapping them are two different things. You influence or attempt to influence people all the time. Some times you succeed. They still have a free will.

For those who don't believe that God was in charge when Obama, Clinton, etc. were elected to office - does that mean God was napping on the job?
Did He only wake up to put Trump in power, but was asleep during the other times?

God is on the throne all time ruling and reigning but he has also given man the authority to make good and bad choices and this can affect people and nations.
Moses before he died said
Deut 31:29 - For I know that after my death you will become utterly corrupt, and turn aside from the way which I have commanded you. And evil will befall you in the latter days, because you will do evil in the sight of the LORD, to provoke Him to anger through the work of your hands."
There are hundreds of verses like the above where Israel chose to rebel against God and evil leaders took over and judged the nation.
We have to call God a liar to say his PERFECT will is for people to be under evil rulers. He allows wicked rulers because the people mostly want them.
Western nations like Israel had Bible based laws (these nations were not perfect but closer than other pagan nations to do God's will) but over time these laws were changed and we now celebrate sin and have godless people in authority
