Because they are called by God originally and might still be able to do a lot of good. Proving that he can repent and stay out of sin may serve as a better example of what Christianity is about than just shutting down everything with no forgiveness for anyone is, that's the spirit of the law.

I don't disagree with a person ministering as they are called as you said. But I think an argument could definitely be made to not restore back to a position of authority.
