Let me state this. God is not the author of evil. He is not the author of the COVID-19 pandemic. He is not the author of AIDS, polio, financial collapse, the filling of hospitals, the abandonment of children, abuse, neglect, or murder. All of these are a sad result, a byproduct of sin, the surrendering of this world to sin, itself, and the devil. My accident at work was not ordained by God. My chest wound was not done by God. The insurance company rejecting the procedure was Not God's doing. Instead, we know that as believers that we are in the world but not of the world. Everything that happens may not seem good, but as my brother in Christ reminded me last night, God can use these things, not as judgment, for there is no condemnation for those in Christ, for His glory and for our good. Now, it may not feel good, look good at that time, and seem hopeless, but it is not. God does not condemn His kids!
This whole world outside of Christ stands condemned. It stands because of sin. It is fallen, depraved, unconverted, and uncovered by the Blood. Believers see what is happening. But, we are NOT condemned, we are His.

I downloaded the book and read a few chapters of it. You reference some passages where the judgments involved happen to be permissive then you declare that all judgments must be interpreted according to "the permissive sense method of interpretation".
"This is the permissive sense method of interpretation. This hermenautic, or method of interpretation, is the one that we will see must be applied to all Scripture passages that make reference to God's wrath.."
That's a simple matter of overriding every passage with the mentioned principle. That's a pretty common way of treating scripture, to come up with a principle or systematic then force everything to fit into what that principle or systematic dictates irrespective of the actual content of the passage.
