I believe that reason Colonel is that the foundation was already laid in the missionary journeys. The epistles were letters written to those already saved.
The letter to the Romans discusses salvation thoroughly, not just "the Christian life". Galatians and Hebrews work the same way.

It's about the forgotten aspect in much of the church: Discipleship. "They shall lay hands on the sick and they shall recover." In the book of Acts it was also how people received the Holy Spirit baptism except for the first time to the Jewish believers and the first time to the Gentile believers.
The laying on of hands is all part of discipleship that is also being taught by TLR. Christian basics 101 my brother.
