It's to early to tell if these are false reports. Apparently, the president is being briefed by his security team. It's a wait and see if an attack has really been launched by the Iranian regime, and if this will escalate into a counter attack by US forces.

Trump and White House officials are evaluating if there was any American casualties as a result or the Iranian missile attack before making a decision on a U.S. military response.

Iran says "do not retaliate".
Apparently they don't want us to hit back. Maybe they are saying "we have to do this so let us do it, and please don't hit back because we know what you can do to us". Or something like that.

Yeah, the talking heads are figuring it was their way to answer back and not lose face for our strike last week.

Yep. They did give Iraq and the US advance warning and had the capability to be extremely accurate on their targeting but they chose to make sure there were no casualties.

They are marketing it in Iran as a slaughter of American soldiers so it's clearly an internal PR job. At the same time they make sure that the US doesn't have too much incentive to retaliate since noone was actually killed.
