    Technically in legal terms yes.

    Impeached but not removed.

    Senate acts as jury and acquits or convicts, if convicted THEN Pres. would be REMOVED from office.

    Clinton was Impeached by the House of Representatives but not convicted by Senate, thus was not removed from office.
