Yes, but starting from the here and now, not starting from a distant future. He intermeshes his discussion on the end times with Timothy's ministry and outlook towards his future.

He does intermesh but not sure when Timothy was written but the church had been in place at least a few years so again there seems to be a THEN there will be and now there is...sort of like saying a storm is coming so you need to take action now...

I just don't think you can derive from that particular passage that people in the 2020s will be far worse than the ones in the 2000s and 1950s or something like that. Whether in the church or in the world in general.
