Atheists are good at asking questions like that and they often get Calvinistic answers. Like God can do whatever he wants but chooses not to. Fuego and Victoryword mentioned conditions but does it amount to God being incapable of protecting us unless conditions are met or does it amount to him being unwilling to. How does that work ?

Yeah now that's a thick piece of sorry theology.
Sometimes its a "prayer failure" that is behind things that would not have happened if we had been on our knees.

Last Sunday the Lord gave me a word for our church during my preaching. This is a new pastorate/mission for me, coming alongside to help them after a terrible 3 years of strife. First thing I noticed was the unusual number of those with cancer, parkinsons, strange/rare debilitating illnesses for a small congregation of 75-100 people. I told them that, that it isnt normal, or at least from my spirit filled up experience. So the Lord showed me a word of knowledge while I preached. I saw in that crowd not the illness but sin. I took a turn right into it and said there are reasons for unanswered prayer. There was pornography (male and female), affairs and worst of all neglecting God while we break Covenant. Here is the operative function....they sin and expect others to pray for them, remain unrepentant and expect that church prayer list to work. After giving that I told them I am unable, just cant help until there is repentance. I began to sob uncontrollably with my head in hands on the pulpit.

We give up our victory because we neglect God and that is far more dangerous than never having been in Covenant with God in the first place.

I am teaching a series in our church titled "God Didn't Do It". I will be addressing a number of things that the Bible clearly states causes many of the problems we encounter in life that are often blamed on God.

There seems to be scriptures that say He is, BUT, there always if not most of the time seem to be 'conditions'. If so, what are these conditions?

For example, take Psalm 91. From reading that it seems that we are under complete protection IF we meet the conditions. Can any one of us say that we perfectly live the conditions of Psalm 91? And as you pointed out, and Colonel brought up, (especially his children who didn't disobey his according commands) and you saying God doesn't necessarily reveal things to us about others (I remember Hagin saying once when he saw Jesus and asked why something happened to a particular person that Jesus told him it 'was none of your business'), we never know somebody's heart. We never know they're personal life. Even if we lived with them and everything seemed outwardly perfect, again, we still don't know the heart.

And there is also an interesting point that Bookie brings up from time to time. And I think I'm interpreting his question right. If we say 'God protected me' in a certain situation, then couldn't we equally say 'God didn't protect me' in a situation that seems like He didn't 'show up'? There are just a lot of theological questions surrounding this whole subject. The questions can go on and on.

You can answer them in your next post.
You raise some good points here Fuego. I certainly don't want to get into detail here but your post does remind me of some things I need to address as I continue to tackle these issues. But I will say (as you already said):

    1. God is obligated to keep His promises.
    2. God wants very badly to keep His promises, but....
    3. We are obligated to keep God's conditions.
    4. Due to His integrity, God cannot keep His part if we fail to keep ours.
