A true prophet is appointed by God. A false prophet is appointed by themselves and not by God. I believe the test of a prophet, whether he is true or false, doesn't necessarily count on whether his predictions come true, for even the predictions of a false prophet could come true. The test is rather if the prophet is leading people in the ways of God. Nevertheless, if a prophet made a bold assertion that his prediction would come true and it did not, than the person would be labeled a false prophet.
If a prophet truly has a message from God, their main concern is not with the foretelling of an event(s), but with leading people to repentance and obedience. God is concerned about the present situation/circumstances in an individuals life, as well as with a nation, because He controls the future. If a prophet has correctly heard from God, and urges the people or person to turn from their sins and obey God, he may therefore have spoken of events that would follow the people's obedience or disobedience. This seems to be what Miss Green was implying in the video. This is why I agreed somewhat with what she was saying. Regardless of what was said in the video, a prediction of blessing may not come to pass because of the people/person's disobedience. Likewise, a prediction of punishment may not have been fulfilled, because the people repented.
The 5 fold ministry (Eph 4:11) which includes prophets, are the Lord's provision for the church, to ensure that it is built and remains on a proper foundation and in accordance with God's plan. The NT prophet should not be overly concerned with adherence to foretelling future events, but must understand the importance in giving a message revealing God's will concerning people and events, and adhering to special instruction in particular situations. A prophets message shouldn't be overbalanced with doom and groom, but one of encouragement, and building up God's people as the message is brought forth in the power of the Spirit.
If NT prophets are closely linked with teachers and, like teachers, will encourage and strengthen their hearers through expounding the Scriptures. With the increase of false prophets riding the platform in which we see today, it is with utmost importance to be able to discern the difference between the true and the false. Many false prophets operate from a spirit of greed (love of money) and say all sorts of things that sound good to the hearers that tickle the ears that is not a message from God whatsoever. Is the message in the video false? Is Miss green a false prophet? I honestly don't know. But I will use caution with what she is saying because of what I've heard from you. I will sit back and take a spectators view as to what she said, and watch as world conditions unfold if indeed these are the last days, and quite frankly, I believe they are.
