In the English language and with all it's varying definitions, they MAY OR MAY NOT BE synonymous. You make the distinction here yourself...God has laws in place but man's own choices produce their own crop. Many interpret 'in control' as if God is forcing HIS plan and purpose on someone. As per my earlier example...in the case of an untimely death...God is in control does not mean their death was by His design and that IS exactly how many interpret that phrase...often the truth is that suffering being experienced is because God is NOT in control of a person's life.
So while a person can control their OWN life and consequences, God is always the LORD over creation. Authority never changes but who someone allows to CONTROL does.
I have heard many people say, "God is in control," implying that God was responsible for their trouble or sickness, and that it was beyond their ability to do anything about it, ... that they were destined to suffer. It is the voice of a spirit of resignation, not the voice of the spirit of faith.
When you consider all the horrible things going on the world today, it is irrational to imagine that God is the one causing them to occur. It is contrary to the nature of God. God is love. God is good. He is predisposed to show favor and grace to His children. No good thing will He withhold from those who walk uprightly before Him. He who spared not His own Son, but freely gave Him up for us all, ...
"will He not also, along with Him, graciously give us all things?" (Rom 8:32 NIV).
Someone wisely stated, "If God is in control, .... then He sure has things in a mess!!!"
Actually, Adam relinquished control in the earth to Satan when he disobeyed God and ate fruit of the forbidden tree in the garden of Eden.

Ultimately, at the end of the age, that control will be taken away from Satan and he will be confined.
Then, when Satan is eliminated from the earth, there will be nothing to hurt or destroy God's people.
