The Holy Spirit in OT vs NT

We see various examples that the Holy Spirit operated with/on people in the OT. Even Saul, when he was up to no good, was set upon by the Holy Spirit, in a seemingly ironic way:

So Saul went to Naioth at Ramah. But the Spirit of God came even on him, and he walked along prophesying until he came to Naioth. 1 Sam 19:23

So not being/walking in a "godly way" was not necessarily a "blocker" from being overcome by the Holy Spirit. Of course it was no endorsement of Saul's action either.

    But let's talk about David.

Here was a case of a person who was deeply involved/engaged with the Holy Spirit.

And the Spirit of the Lord rushed upon David from that day forward 1 Sam 16:13

David himself, in the Holy Spirit, declared, “‘The Lord said to my Lord, “Sit at my right hand Mark 12:36

David…said by the Holy Spirit, “‘Why did the Gentiles rage … Acts 4:25

Where can I go from your Spirit? Ps 139

How can we characterize David's deep connection to God, that he obviously KNEW GOD and LOVED GOD in an intimate way. If David was unregenerated, with a dead spirit-man, how could he be so advanced in his love relationship and fellowship with the Holy Spirit (arguably more that many who ARE regenerated)? Is there more here than the black/white characterization of born-again or not?

To some degree it was a factor of the Holy Spirit being over him. Meaning it was volatile and the distance from walking according to that anointing and to walking according to his basic sinful nature wasn't very far, as we see in the case of Bathsheba where he became a murderer.

I see David's intense desire for God throughout the Psalms.

I am seeing an iterative process, starting with:
And the Spirit of the Lord rushed upon David from that day forward 1 Sam 16:13

It seems to me, David took that Holy Spirit presence, and he ran with it as an overall life pattern (barring of course his well-known slipups).

I saw the Lord always before me Psalm 16:8, Acts 2:25

Whether the Holy Spirit operated from the outside-in (so to speak), or from the inside (from the new birth indwelling), the Holy Spirit was nevertheless, available to him to draw on.

Probably some more modifiers are in order - what might those modifiers be?

The Holy Spirit was only upon a few people before Pentecost and then typically very powerfully. I don't think those scriptures mean that they were overwhelmed at all times but some had a closer personal relation than others, like David compared to king Saul. The Holy Spirit must have worked powerfully to overcome the fact that these were unregenerated people at the fundamental level. Their default was the Romans 7 experience even if they tried to serve God. But the anointing enabled them to some degree, just not from the inside out. We are fully able to overcome and to change from depth, they were not.
