    The following is a good point made :

    People may have been signed up by other(s) with the hope that their names will surface some time later. There was some guy who figured out how to rapid call some ministry's donation (?) phone in such a way that their cost in receiving his (to him free ?) calls ended up costing them a total of hundreds of thousands of dollars before they managed to do something about the problem.

    It's more than just a "sign up". They dumped credit card transactions so if one were to "sign someone up" they would have needed that persons credit card details, card#, name on card, security code, etc.. I'm sure the innocent can be easily exonerated if they had reported a stolen or misplaced card.

    It will still have to be verified against the original list including those details and not some later "version" of the list found somewhere that doesn't. If people have been removed in later "versions" then people may have been added as well. Or they may have removed someone's name and inserted someone else's name with the other one's credit card number etc.
