Because that seems to be happening elsewhere, in Britain for instance. Not in terms of general law but a street evangelist was recently fined for bringing up certain OT verses in a conversation with a gay activist on the street.

No. Not that I'm aware of. I actually took some chaplain training and know several. None of them are payed.

The point is that the person that would need ministry the MOST is someone in jail or confined. Suppose someone comes to jail straight, and gets raped and then struggles with same-sex attraction?. To stop someone from helping someone wanting freedom is the worst sort of infringement.

It's the devil in motion because it becomes a matter of erasing the message which amounts to a form of government brain washing. The inmates should at least be given the option of hearing the no-holds-barred message. As long as that message is representative of the religion or religious direction promoted.
