Not unless God Himself opens such a portal.
The bible describes an Abyss, or bottomless pit of immeasurable depth. Perhaps a gulf or chasm in the lower parts of the earth.
Scripture seems to indicate that a host of demonic creatures are released from this Abyss at a future date whose King is Abaddon, or Apollyon.
Their sole purpose is to torment the wicked who are unsealed for five and a half months. This seems to occur during the great tribulation (Rev 9: 1-12).

According to Rev 2:13 it's in Pergamom in Asia, which is modern Turkey. From wikipedia :
"In the New Testament Book of Revelation, the faith of the Pergamon believers, who "dwell where Satan's throne is" is commended by the author.[47] Many scholars believe that the "seat of Satan" refers to the Pergamon Altar, due to its resemblance to a gigantic throne."
Which was an altar to either Zeus or Athene. I doubt that Paul thought of it as a portal to anywhere, more likely it was a bastion of idol worship and corresponding activities.
