I'm sure they did, but perhaps the bureaucracy's decision-making process was set up to escalate that knowledge (for evaluation of a possible military response) only for missiles and planes, which have traditionally been the expected means of attack from Russia, China, and Korea. Obviously a slow stroll over our strategic assets was allowed by Joe Biden, we know he took Chinese money via his son Hunter but I also wonder how many others in DC have been similarly compromised.
The hesitation to shoot it down immediately really speaks to this administration and their incompetence.

There's a lot of gun owners who would have done it for free and without hesitation had they known they were spy balloons.
Biden's on the take, is a puppet of the CCP, and a traitor to the United States of America. He should be arrested and flown immediately to Guantanamo Bay.
The Biden administration is also corrupt to the core and should be investigated, sentenced, and incarcerated for treason.
