These things are difficult and there is a tendency to blame people for simply making decisions and exercising power. Something to learn for the future ? That is more likely than being able to condemn past actions. Some times only being in the midst of it would enable anyone to tell if the action made sense or not.
No argument here; that's why the original question is important: not for the purpose of "judging" President Truman, but for the purpose of learning from what happened in order to make better decisions in the future.
